How Healthcare Licensing Works in the UAE
UAE healthcare licensing is governed by the Professional Qualification Requirement (PQR) — a framework that sets the qualification, training, and experience standards for every regulated healthcare category. Specific steps may differ by authority (DHA, DOH, or MOHAP), but every applicant moves through the same four stages.
Stage 1 — Eligibility Check
Your required qualifications and experience depend on your category, title, and specialty. Degrees must come from an institution recognized on the authority's approved list, and must meet category-specific minimums:
Physician Licensing Requirements in the UAE
MBBS / MD or recognized equivalent degree.
Dentist Licensing Requirements in the UAE
Bachelor of Dental Surgery (BDS) or Doctor of Dental Medicine (DMD).
Nursing Licensing Requirements in the UAE
Bachelor of Science (BSc) in Nursing or recognized equivalent.
Allied Health Licensing Requirements in the UAE
Relevant accredited diploma or bachelor's degree specific to the field (e.g. Pharmacy, Physiotherapy, Radiography, Medical Laboratory Technology).
Internship Requirements: Physicians and dentists must complete one year of internship post-graduation. Without proof of internship, two additional years of experience are required instead. No separate internship is required where the internship was already part of undergraduate training.
Post-internship clinical experience: Generally 2 years of clinical experience post-graduation is required; specialists may need more depending on their tier. Consultants face additional conditions, including a clean disciplinary record — no notice or warning letter within the past five years. UAE nationals and children of Emirati women applying in nursing, allied health, or midwifery are exempt from the post-graduation training requirement.
Country/training tier system: The PQR classifies training countries and systems into tiers, which affects which exam or experience exemptions apply on top of the base requirements. (See tier detail below.)
Stage 2 — Primary Source Verification (PSV)
Before any license is issued, your credentials go through Primary Source Verification via DataFlow Group. Rather than accepting your documents at face value, DataFlow contacts the actual issuing institutions — universities, licensing boards, past employers — directly, to confirm your qualifications, experience, and registrations are genuine, unaltered, and accurately represented.
Documents Required:
- Passport copy or Emirates ID, plus a recent passport photo (within one year)
- Degree/diploma certificate, specialty degree, full academic transcript, and internship certificate
- Home-country license or registration, Good Standing Certificate, and specialty board certification (where applicable)
- CV, employment certificate(s) from past employer(s), and — for specialties — a surgical logbook covering the last two years
Cost & Timeline
Verification package fees range from AED 935–1,235 depending on profession, plus AED 300 per additional document. PSV typically takes 4–8 weeks, though it can run longer if an issuing institution is slow to respond — this is often the biggest bottleneck in the whole process, so submitting the correct documents and following up when necessary is important.
How It Works:
- Application & LOA — you register on the DataFlow portal and sign a Letter of Authorization giving DataFlow permission to contact institutions on your behalf
- Document submission — clear, complete scans of your certificates, transcripts, licenses, and experience letters
- Verification — DataFlow contacts each issuing source directly
- Report delivery — once complete, DataFlow notifies you and sends the final report directly to both you and the regulator
Report Outcomes:
| Status | What it means |
|---|---|
| 🟢 Positive | The issuing authorities have confirmed the submitted details are accurate |
| 🟡 Unable to Verify | One or more components couldn't be verified — an unresponsive issuing authority, unconfirmed affiliation, or incomplete documents |
| 🔴 Discrepancy | The issuing authority reported an issue, an unaccredited qualification, adverse records, or inconsistencies flagged as suspicious |
Stage 3 — Licensing Exam
Most professions require passing a computer-based licensing exam — administered by Prometric (DHA, MOHAP) or Pearson VUE (DOH), depending on your authority.
Exemptions: UAE nationals and children of Emirati women are exempt from the authority examination (the latter must present a birth certificate and the mother's family book).
Tier System
Physicians' and dentists' PQR is classified into 3 tiers based on home/training country:
- Tier 1 — typically exempt from exam and certain experience requirements
- Tier 2 — typically exempt from certain experience requirements
- Tier 3 — not exempt, and may be restricted from certain titles
Examples: India generally falls into tiers 2–3; Pakistan and the Philippines generally fall into tier 3; the UK spans all three tiers depending on the specific qualification.
Re-application exam exemptions: You do not need to re-sit for the exam if:
- You passed the DHA assessment for the same title within the last 5 years, with no practice gap
- You already hold an active registration
- You're reapplying within 5 years of your own license cancellation (DHA, DOH, or MOHAP), for the same position, with no gap
If you fail: Up to three new attempts are allowed if you gain an additional recognized certificate or at least two years of clinical licensed experience since your last attempt — capped at 3 attempts total, across all UAE authorities combined.
Stage 4 — Regulatory Clearance & License Activation
Once PSV and the exam are complete, the path to regulatory clearance and license activation differs by authority — see your authority's page below for the exact sequence.
Applying as a Trainee
You'll need supervised training at an approved facility before applying for a full license if either applies:
- You don't yet have the prerequisite 2 years of clinical experience, or
- You've had a practice gap of 3 years or more
The exact trainee application steps differ by authority — see the DHA, DOH, or MOHAP page for details.
